Legal in Arkansas

My lunch the other day came on this cracked plate. This is a violation of Indiana health codes because cracked or chipped crockery can harbor germs.
But the manager of our favorite Mexican restaurant says it's legal here.
That said, he said he doesn't approve of it happening in his restaurant and will strive to keep it from happening again.
