Off to a weird start

The cable, which includes TV, Internet, and phone was out this morning. The cable provider's line was busy when I called on my cell phone, so I figure they know about the problem.
And Maria noticed one of the carriage light bulbs had broken loose from its base in a way I've not seen before.
What next?
